DEBRA GAGLIOTI currently serves as Senior Vice President and Chief Operating Officer at Captive Planning Associates, LLC where she is responsible for all aspects of client reporting, communication and regulatory filings. Captive Planning Associates manages a variety of captive insurance companies covering an assortment of risks including workers’ compensation, professional liability, medical malpractice, commercial auto liability, enterprise risks and employee benefits. Debra is a Managing Member of Captive Planning Resources, LLC a holding company for various captive insurance companies. She is a Principal of CapCare, a provider of healthcare benefits solutions to businesses and organizations that self-fund their employee benefits, seeking alternatives to the traditional health insurance marketplace.
Debra was formerly a Director with Alvarez and Marsal Insurance Advisory Services, LLC in New York where she worked on business development and implementation and operation of captive insurance companies.
Debra began her career as an auditor and a tax preparer for private companies in the New York tri-state area while working for four years at a mid-size certified public accounting firm in Long Island, NY.
In the early 1990’s she began working in the corporate finance division of the Philadelphia Newspapers, Inc. She went on to manage the payroll for over 1,000 union and independent employees. In addition, Debra was responsible for managing the implementation of various financial systems working closely with systems professionals while managing a staff of accountants. During this period, she worked closely with corporate attorneys and union representatives of several local national unions. Debra also was a member of a team of professionals who were responsible for designing a comprehensive human resource and payroll financial system for Knight Ridder, Inc. the parent company of Philadelphia Newspapers, Inc.
After leaving Philadelphia Newspapers, Inc. she worked for Fluor, Inc.; a worldwide engineering, procurement and construction company. While at Fluor she was the finance lead for their Eastman Kodak projects, domestically and in China.
In 2002, Debra began offering financial planning services as a registered representative and an investment advisory representative to individuals and small businesses while also advising on and implementing retirement programs. She currently holds a series 7, series 66, and a life, health and variable annuities licenses in several states. She graduated in 1989 from Hofstra University, located in Hempstead, NY with a Bachelors of Business Administration in Public Accounting. She is a member of Captive Insurance Companies Association and the Self-Insurance Institute of America, Inc. and Hanover Stone Partners, LLC, a network of individuals and firms specializing in risk consulting and management services.
