DEBRA GAGLIOTI is Senior Vice President and Chief Operating Officer of Captive Planning Associates, LLC where she is responsible for all aspects of client reporting, communication and regulatory filings. Captive Planning Associates forms and manages all operational aspects of a variety of captive insurance companies and privately held insurance companies for small closely held businesses to medium and large businesses, domestically and internationally.
Debra has ownership interests and acts as an officer and a board member for insurance companies that provide direct insurance to third parties and reinsurance to large commercial carriers for traditional insurance and micro insurance lines of coverage. She is a Principal of CapCare, a provider of healthcare benefits solutions to businesses and organizations seeking alternatives to the traditional health insurance marketplace.
Debra was formerly a Director with Alvarez and Marsal Insurance Advisory Services, LLC in New York where she worked on business development and management of captive insurance companies.
For 15 years Debra provided financial planning services as a registered representative and an investment advisory representative to individuals and small businesses while also advising on and implementing retirement programs. Debra began her career in public accounting as an auditor and a tax preparer for privately held companies in the New York metropolitan area. After relocating to southern New Jersey, she began working in the corporate finance division of the Philadelphia Newspapers, Inc. She went on to manage the payroll for over 1,000 union and independent employees. In addition, Debra was responsible for managing the implementation of various financial systems working closely with systems professionals while managing a staff of accountants. During this period, she worked closely with corporate attorneys and union representatives of several local and national unions. Debra also was a member of a team of professionals who were responsible for designing a comprehensive human resource and payroll financial system for Knight Ridder, Inc. the parent company of Philadelphia Newspapers, Inc. After leaving Philadelphia Newspapers, Inc. she worked for Fluor, Inc.; a worldwide engineering, procurement and construction company. While at Fluor she was the Finance Lead for their Eastman Kodak projects, domestically and in China.
She is a licensed life and health insurance agent in several states. She graduated in 1989 from Hofstra University, located in Hempstead, NY with a Bachelors of Business Administration in Public Accounting. She is a member of Captive Insurance Companies Association and the Self-Insurance Institute of America, Inc. She is also a Delaware Captive Insurance Association board member and a member of the regulatory committee.
